Primary machine capability

analyze_ev_site(address) resolves a property location and returns public charging context, evidence availability, source provenance, and explicit unknowns. It does not pretend a desktop screen is engineering approval.

prepare_paid_handoff

An agent can choose an AliEV offer and create a human review URL with the relevant site context. The handoff itself has no payment authority and creates no checkout.

Payment boundary

Discovery, screening and offer inspection are read-only. An agent may prepare a paid handoff, but it may not silently create an invoice, checkout, or payment obligation. A checkout is created only after the human presses the secure-checkout button on the review page. Entitlement depends on authoritative payment verification.
