Primary free tool: analyze_ev_site(address)
Paid-intent bridge: prepare_paid_handoff(offer_key, address?) returns a human review URL and never creates checkout.
Direct site-report checkout: prepare_checkout supports only site_report_299 and site_report_750 after explicit human confirmation, buyer email, and address. Include acquisition_source and optional referral_code/campaign_key so verified conversion can be attributed truthfully.

Evidence rules:
- Missing is not zero.
- Mapped charger inventory is not utilization.
- Modeled values are not observed facts.
- Utility capacity and tariff assignment require utility confirmation.
- Program presence is not incentive eligibility.

Paid depth:
- site_report_299: $299 one-time preliminary site opportunity report
- site_report_750: $750 one-time full site opportunity report
- opportunity_pack_250: $250 pilot for 3–5 opportunity targets
- territory_feed_2500_monthly: $2,500/month territory feed

Payment boundary: site screening, capability discovery and offer inspection are read-only. prepare_paid_handoff creates only a review link.
